For each of the 12 chapters, we start with a baseline risk (% of US households likely affected per year) sourced from FBI IC3, FTC, Javelin Strategy & Research, Pew Research, and the research behind You Are Already A Target. Each chapter has a maximum reduction achievable through layered defenses (some risk is structural).

Per-chapter breakdown

A note on honesty: Cells marked EST are interpolated from related public data β€” they're our best read on baseline risk where direct telemetry isn't published.
